Abstract

Organizational effectiveness and sustainable development continue to attract considerable scholarly attention because of their importance in improving institutional performance across public, private, educational, and community organizations. Although existing organizational theories explain various aspects of leadership, organizational behaviour, collaboration, governance, and institutional performance, they generally examine trust, cooperation, and interdependence as separate or loosely connected constructs. This article addresses this conceptual gap by developing the Toucan Theory, a conceptual and philosophical framework that integrates these relational constructs into a unified explanatory model. The theory was developed through a conceptual and philosophical research design involving a systematic review, critical analysis, comparison, synthesis, and interpretation of established organizational literature. The Toucan Theory proposes that trust forms the relational foundation upon which cooperation develops, sustained cooperation strengthens organizational interdependence, interdependence enhances organizational effectiveness, and organizational effectiveness promotes sustainable development. The article further presents the theory's philosophical foundations, principal constructs, assumptions, guiding principles, conceptual framework, theoretical contributions, and practical applications. The Toucan Theory complements existing organizational scholarship by providing an integrated relational perspective that strengthens understanding of organizational effectiveness and sustainable development. It also provides a conceptual foundation for future empirical research and offers practical guidance for leadership, governance, organizational management, educational administration, and institutional development. The article concludes that strengthening trust, cooperation, and interdependence can contribute significantly to organizational effectiveness and long-term sustainable development across diverse organizational contexts.
